Doreen Liberto, Founding Partner

Doreen’s lengthy experience includes a wealth of  land use / development policy and regulation for mid sized communities.  At the same time it includes equal experience (at project management level and above)  in environmental review, resource management, sustainability and multi-party/stakeholder facilitation and mediation. She has her graduate degree in Dispute Resolution from Pepperdine University School of Law and her undergraduate degree from the University of California.

Ms. Liberto has been a department director for small to medium size public jurisdictions for more than twenty years. She has mediated and facilitated a number of multi-stakeholder projects at all levels of government and has worked on  numbers of legislative and quasi-administrative projects. As a representative of Mediators Beyond Borders International, Doreen participated in the United Nations Climate Change Conference, COP21, at which time the historic Paris Agreement was agreed to by 195 Nations. She has been a presentater  at the League of California Cities and American Planning Association conferences. In 2018 she was asked to be presenter before the Alternative Dispute Resolution Institute of British Columbia - her topic was  Ms. Liberto served on the San Luis Obispo County Planning Commission from 1999 to July 2005 and was Chairperson twice. For twenty-years, she was an Adjunct Faculty Member in the Cal Poly University City and Regional Planning Department, San Luis Obispo, teaching both undergraduate and graduate classes.
